ALPHA downport, refactor XSTRING_TO_INT (#4177)
* Refactor XSTRING_TO_INT

this will use the built-in type conversion, its less code and most likely also runs faster

* delete METHOD alpha_output

it is only used in one place, and its a simple NUMC that is converted
